<p>The rate reduction will take effect on Oct 1st, and the hope is that this will encourage more uninsured people to enroll in the plan. The current 3500 pre-existing condition insurance plan California subscribers will get 8% to 24% rate cuts depending upon their age and where they live.</p>
<p>My most recent <a target="_blank" target='_blank' href="http://spfinsurance.com/pcip-california">PCIP California</a> enrollee, Darren, a 24 year old in San Diego, will see his premiums drop from $181 to $149 each month, a savings of 17.6%, which is about the average savings across all ages and areas in California. Darren&#8217;s $149 premiums gets him a PPO plan with a $1500 deductible, a $25 office visit copay, and a worst case max out of pocket of $2500.</p>
<p>This rich set of benefits makes the California PCIP a great plan for uninsured people at a great price. Other major insurance companies like Aetna and Anthem Blue Cross would charge more for a plan with the same benefit levels.</p>
<p>The plan is especially attractive for pregnant women that don&#8217;t have health insurance. When compared to all the other California maternity health insurance plans, the PCIP California plan is the 3rd best option. <p>These five plans are the best pregnancy health insurance options available in California right now, and when you look at the data a couple of items stick out. The Blue Cross Select HMO plan has the lowest out of pocket costs, and the Blue Shield Spectrum plan has the lowest premium cost, however neither plan has the lowest total out of pocket cost. The first situation is if you join a group health insurance plan at your place of work, or at your spouse&#8217;s company.  The second is if you have a non-maternity plan and your insurance company will let you transfer to a plan that covers maternity care.  You&#8217;ll need to check the insurance companies in your state to see if they allow this type of transfer (Blue Shield of California will allow a transfer from a non-maternity plan into a maternity plan).  </p>
<p>If the above options don&#8217;t help you, do you have other choices?  Depending upon what state you live in, there are government programs to provide care for pregnant mothers to be, so check with your State Department of Insurance to determine what your local options are.  In California, there is the state Medi-cal program (Medi-cal is the California version of Medicaid), and the Access for Infants and Mothers (AIM) program.</p>
<p>If you don&#8217;t have a maternity health insurance plan and you are pregnant, you should check with Medi-cal first to see if you qualify for their program.  The qualifications for Medi-cal require you to have an income below the federal poverty level.  The Medi-cal maternity coverage is a no-cost health plan, and is intended for families and women that can&#8217;t afford health insurance.  If you don&#8217;t qualify for Medi-cal, then you should apply to the AIM program.</p>
<p>The AIM Program is low-cost health care coverage for pregnant women, and is provided for middle-income families who don&#8217;t have health insurance and whose income is too high for no-cost Medi-cal.  AIM is also available to women who have private health insurance plans with a maternity-only deductible or co-payment greater than $500.  To be eligible for AIM a single mother&#8217;s monthly household income must be between $2,453 to $3,679 (there is a table with income ranges for families with other children at http://www.aim.ca.gov/Costs/Income_Guidelines.aspx).  The AIM program is funded by the State of California, and although funding is usually available, if the program is filled up, then no additional mothers will be enrolled.</p>
<p>Private maternity health insurance is not usually available after you become pregnant, but there are public options provided by your state that should offer a solution for all mothers to be.  In California, the state solutions are the Medi-cal program and the AIM programs for uninsured mothers.</p>
